Our community defibrillator has been called into action – 12th August

We received a notification from The Circuit, the national defibrillator network, that our community defibrillator was taken by a 999 caller for use in an emergency.

We don’t know the circumstances, or the outcome and of course we completely respect the privacy of whoever was involved. We simply hope that the person in the village who became unwell is recovering and our thoughts are with them and their family.

It is quite sobering to know that the defibrillator we all worked together to provide may have been needed when someone was facing an unimaginable emergency but it also shows exactly why having this lifesaving equipment available within our community matters. When somebody suffers a cardiac arrest, every minute counts and having a defibrillator close by can make a very real difference.

We are so pleased that, as a community, we fundraised to make this possible. Thank you again to everyone who donated or helped us get the defibrillator installed.

We’ll continue fundraising for things that can make a genuine difference to Talbot Village and the people who live here.

Community Defibrillator Information

Following on from our previous post, we’d like to share some information about the new community defibrillator that has been installed on Gillett Road, located between L’arte and Day Lewis Pharmacy.

If someone collapses, is unconscious and not breathing normally:

• Call 999 immediately.
• Tell the call handler your location.
• The ambulance service will provide the access code to the cabinet if it is available.
• Ask someone to fetch the community defibrillator.
• Meanwhile follow instructions from the call handler which could include starting CPR and await arrival of the defib. Emergency Services will be on their way.

You do not need any previous training to use a defibrillator. The machine gives clear spoken instructions and will guide you through every step. It is designed for members of the public to use and will only deliver a shock if one is needed.

Every minute counts during a cardiac arrest. Early CPR and early defibrillation can significantly increase a person’s chance of survival before the ambulance arrives.

The Circuit helps ensure that emergency services know where defibrillators are located and can direct callers to the nearest available device as quickly as possible.

Why not take a few moments today to familiarise yourself with where this defibrillator is located? We all hope it is never needed, but knowing where it is could one day help save a life.

A Defibrillator for Our Community

Message from Jo Keeling, Chair of the TVRA:

“Today, our community defibrillator was officially installed and what a journey this has been!

From someone who survived anaphylaxis and wanted a defibrillator in the community…. to the man who donated £500 and offered space on his land for the defib because he himself survived a cardiac arrest…. to the man installing it who had been given a second chance at life through a kidney transplant.

Three people. Three life changing experiences. One shared desire to give something back and help save lives in our community.

Sometimes you really do realise how perfectly the stars can align.

This project simply would not have happened without the incredible support of so many people and businesses who got behind the idea from day one.

The defibrillator was supplied through AEDdonate, a charity dedicated to improving public access to life saving defibrillators in communities across the UK. It can be accessed in an emergency by calling 999, with the ambulance service providing the cabinet access code and guidance on how to use the device. We,believe every community should have access to a defibrillator. It is truly one of the most worthwhile and potentially life saving causes a community can come together to fundraise for.

What’s happening to the Wallisdown Road subway?

Message from Jo Keeling, Chair of the TVRA:

“Many of you will know the subway between Talbot Village and the University has recently been transformed with a beautiful mural telling the story of our village. It’s something the community came together to create, with support from TVRA, Bournemouth University, Arts University Bournemouth and Talbot Village Trust. It’s now part of the daily walk for children going to school, as well as students and residents travelling in and out of the village and something we’re genuinely proud of.

That’s why I’m concerned by a recent Council report which shows funding has now been approved to design changes along Wallisdown Road, including this exact stretch. At Full Council (24/03) the motion was passed. Last year, we were told there was no funding, nothing agreed and that any plans were a few years away and would be subject to consultation. Those earlier discussions included the possibility of removing the subway and replacing it with a surface crossing and cycle improvements.

So the obvious question now is will the subway be filled in? Because if it is, residents haven’t been asked!

I’ve already shared local evidence with the Council. A survey of residents showed overwhelming support for keeping the subway, with around 75% of respondents women and not one person reporting feeling unsafe using it. I also submitted an FOI to Dorset Police which confirmed that in the last 10 years there has been just one incident of graffiti and no recorded crime in the subway. This simply isn’t the kind of underpass being described elsewhere. It’s well used, valued and, importantly, safe.

Of course, any changes to our roads need to be carefully considered but they should be shaped with the community. not before the community has even been consulted. I’ve written to the Council to ask for clarity and will share their response when I receive it. In the meantime, I’d really welcome your views, especially from those who use the subway regularly.”

Great news for Talbot Village

We’re pleased to share that our application for CIL (Community Infrastructure Levy) funding to remove the unsightly bush next to new cycle racks in Gillett Rd, and replace it with a new planter has been approved.

The project will fund:

• Removal of the remaining bush and preparation of the area
• Installation of a new planter and planting to improve the look of the space

This is a positive step towards making our village greener, tidier and more welcoming for everyone. Work to remove the bush and prepare the area will take place first, followed by installation of the planter once everything is ready.

Thank you to everyone who continues to support improvements in Talbot Village, more updates to follow as the project progresses.

Meet Up / Clean Up – Saturday 21st March

Message from Jo Keeling, Chair of the TVRA:

“A huge thank you to all the wonderful people who gave up an hour of their time today to walk in the sunshine and help pick up litter around the village.

It was fantastic to be joined by the BU Community Wardens, along with a lovely resident from neighbouring Talbot Woods. Really great to see our communities coming together like this.

Together, we filled a large black bin (and then some!) which really shows the difference a small group of people can make in a short space of time.

Thank you all again for your time, effort, and community spirit, it’s genuinely appreciated.”

Community Defibrillator – Funded by You

We are pleased to confirm that we are now purchasing a community
defibrillator and secure casing (picture opposite is just an example), funded entirely through local fundraising events such as bingo nights, quiz nights and Carrie Davies tombolas!

We have the blessing of the landowners at the parade of shops and hoping to position it next to the pharmacy in Gillett Road

The unit will be connected
to electricity to maintain a safe temperature during extreme weather and
housed in a locked cabinet, with access via a PIN provided by emergency
services operator in an emergency.

This is a fantastic example of community
fundraising delivering a genuinely life saving resource.

Parking Restrictions on the Village at Bank Holidays

There has been a lot of discussion about the issue of parking tickets over Christmas. The Committee are aware that the current restrictions were introduced some years ago and there will be those who are unfamiliar with background and how we got to where we are today.

The restrictions have always covered Bank Holidays,

andv the current restrictions were only introduced by Poole Council after an extensive Consultation Exercise involving both residents and the TVRA. A lot of work was put in by the then Committee. The restrictions that were introduced were the least worse option at the time.

However Jo Keeling is having conversations with the current traffic officer at BCP (Robert Pickernell) to try and rectify this, so that Bank Holidays are exempt from the restriction. Forms have been filled out and dialogue is ongoing (attached)

Update on the No. 36 Bus

Many of you will remember the campaign we ran to protect the No. 36 bus service. Recently there has been a publication of BCP Council’s Subsidised Bus Services Review.

The good news is that the Council’s recommended option proposes that the No. 36 (Talbot View – Bournemouth – Kinson) will be retained with no change to its route or timetable. The report explicitly lists the 36 as one of the core Monday–Saturday daytime services that is considered socially necessary and offering good value, and therefore planned to continue as it is.

This matters because the review makes clear that:

1) The council can no longer afford to subsidise all services in the same way;

2) Some routes will be altered, combined, or withdrawn; and

3) Others, including the No. 36, are proposed to remain because of strong usage and community reliance.

The report also confirms that the future funding model will rely on Bus Grant funding rather than traditional council subsidy, which means decisions now are critical to securing services long-term.

So what happens next?

This forms part of a wider consultation and decision process, with final decisions still to be made by councillors. That means:

• Nothing is fully guaranteed yet

• Community voices still matter

• We must stay engaged to ensure the No. 36 remains protected

The TVRA believe the strength of local feeling around this route has played a role in where we’ve landed so far. We all came together by responding to the consultation, writing to MPs, we organised residents to speak to ITV Meridian and we had an article written in the Bournemouth Echo. What great team work! Thank you to everyone who signed, shared, responded to consultations, or spoke up.

The report is going to BCP Council Cabinet on 4 February 2026. We will update you as this moves forward.

Another Fantastic Children’s Christmas Party

Another great village Christmas party took place on Sunday 14th December. Thank you to everyone who came, l hope your children had fun?

Thanks so much to our team of helpers (Gina, Mandy, Tony & Paul), Blitz Disco, Darren Chisman for entertaining the kids and Father Christmas aka Andrew Shears. Andy’s Dad Vic was the village’s original Father Christmas when we organised the first village party 15 years ago, so it was lovely to see the tradition handed down.

Thanks also to @bournemouthuni Layne & Vania for giving us a room to host the party in. Very much appreciated.Finally and by no means least, massive thanks to Carrie Davies for organising all the food, presents and tombola helping us raise £188 for Community Kindness! Amazing. What a great team. Thanks everyone.

Highmoor Farm – Development Update

Message from Jo Keeling, your TVRA Chair:

“Many residents have been asking about progress on the Nuffield Health hospital development at Highmoor Farm. I’ve received the following update from the TVT:Planning permission for the new hospital was granted in 2024, with a number of planning conditions attached, including a requirement that construction must begin within six years. Nuffield Health is currently working with partners to meet these conditions, with the aim of starting construction within the next 12 to 24 months.A key early priority is the creation of a Heathland Support Area, a new green space designed to help local people enjoy and connect with nature. The Management Plan for this area has recently been submitted to BCP Council for review and approval. The approval process may take up to four months and once confirmed, work on the HSA is expected to begin shortly afterwards.I’ll continue to share updates as things progress but please feel free to get in touch if you have any questions in the meantime and I will endeavour to get them answered for you”

New Cycle racks installed outside the village shop

We now have some bicycle racks courtesy of the CIL bid we applied for. Unfortunately we had applied for three and expected them to be placed the other way round (vertically) but the contractors had been given instructions for two.

We will now apply for planters to make this area look more attractive as bush trimming skills are clearly lacking here!

Non the less, there is somewhere safe to lock your bikes near the Premier shop should you wish to cycle instead of driving.

Cycle Rack Funding Secured!

The bid for Community Infrastructure Levy funding for new cycle racks in Talbot Village has been successful!

After researching the need, preparing the application, held a meeting with the landowners so we could gain their permission and agree a suitable location near the Premier shop on Gillett Road and then battled with BCP when they couldn’t find our bid! The gentlemen who own the land were very supportive and that meant we could now move forward with this much-needed improvement.

These racks will finally give residents and visitors a secure place to lock their bikes if they choose to cycle to the shops, café or Drs/Dental Surgery and hopefully help free up some of the parking spaces in the lay-by for those who still need to drive.

Plans are now being drawn up and we expect to know more in the coming weeks about when installation will take place.

Underpass Transformation completed

I’m sure many of you have seen the newly renovated underpass that joins Talbot Village and St. Marks School and Church. If you haven’t, please go take a look at this great enhancement to our village. A short message from Jo from when it was officially opened on August 1st:

This project began through CommUNIty, a collaboration between the Talbot Village Residents’ Association and Bournemouth University, built around a simple idea: to bring people together through health, well being and shared purpose.

One of our very first hopes was to turn this forgotten space into something meaningful, not just a safer, cleaner place to walk through but a visual celebration of Talbot Village and the people who call it home.

Thanks to the incredible students at Arts University Bournemouth, that dream has become a reality. Their talent and imagination brought our vision to life, creating a mural that tells the story of 200 years of village history, a daily inspiration for school children, students and residents alike.

We’re so grateful to CC Infrastructure Services for donating their time and expertise to prepare the space and to the Talbot Village Trust for their generous funding support. Big thanks also to the BCP Council Culture Team whose guidance and encouragement helped make this possible.

And a heartfelt thank you to Rev. Wells and his lovely family from St Mark’s Church for joining us to cut the ribbon and bless this space with warmth and hope. Thanks also to all the wonderful residents who came to celebrate the occasion with us. This was a true team effort, a living example of what happens when residents, universities, charities and councils come together with shared purpose.

When we pool our creativity, passion and commitment, even the most unlikely places can be transformed into something full of life and meaning.

Thank you to everyone who played a part in this journey. It’s been a joy to watch it come to life and I hope it brings a little moment of pride and connection to all who pass through

Replacement Bus Shelter has arrived!!

The replacement Bus Shelter that was destroyed over a year ago has finally been replaced today on Friday 7th March 2025.

This is by no means a new shelter, as you will note by rust and scuff marks on some of the metal.

However, it has a seat and glass sides to provide shelter on those wet and windy days. The kerb has been raised too, to allow for easier access getting on and off the bus.

UPDATE: More Buses have been very efficient and the timetable for the 36 is now in place on the Timetable Board

Well done to all those who tirelessly campaigned for its re-instatement.

Replacement Bus Shelter finally arriving!!

Jo Keeling today received a letter from the Senior Transport Officer at BCP (Kevin Brolan) informing her that the replacement Bus Shelter that was destroyed over a year ago is to be finally replaced this week.

The planned date for this work is Friday 7th March 2025.

Let us hope that this work is completed as planned!!

Thanks once again to Cllr Karen Rampton who has worked tirelessly chasing this for us and more recently backing resident, Bob Cooper, who kindly wrote to BCP after an announcement that Bus services in BCP will be given a funding boost.

Charity Bingo Night at L’arte – 21st February 2025

Thank You, Talbot Village!
A huge thank you to everyone who joined us for our charity bingo night. We raised an amazing £521!
A special shoutout to:

Carrie Davies for her fantastic organisation of the tombola and all the wonderful prizes.

The team at L’arte Coffee House for hosting us and providing a warm, welcoming venue.
CommUNIty is our exciting new collaboration with Bournemouth University, designed to bring our residents and the university community closer together. As part of this, we’ve launched ‘CommUNIty Kindness’ where money raised from TVRA charity events will go towards good causes within our community. On this occasion, we are donating the £521 to a Bournemouth University fund that provides Christmas presents to students who have no family and spend Christmas Day at the university alone and without gifts. When I met Bournemouth University’s Vice Chancellor, Professor Alison Honour, I was truly moved by her passion for supporting these students. The thought of anyone being alone at Christmas is heartbreaking and if a small gift can bring even a little comfort, then we are proud to help.
Talbot Village is a wonderful, caring community and I am incredibly proud to be part of it. Thank you for making our village such a special place to live!

CommUNity Initiative gets a positive review!

Community Noticeboards are finally here!!

After 18 months of waiting, the 2 community noticeboards have finally been delivered and are in place as agreed.

One is on the grass opposite the village shop and Chemist.

The other is near to where the old noticeboard was on the cycleway through the village, on the green at the far end of Charlotte Close.

TVRA Annual AGM – 5th September 2024

Despite the pretty poor weather, 33 hardy residents (and councillors) turned up for the annual AGM.

TVRA Chair has written to Jessica Toale about Highmoor Farm

The Chair of the TVRA, Jo Keeling, has written to the new MP for Bournemouth West, Jessica Toale (Copy of Letter Here), to see if there is anything else left that can be done to prevent the Highmoor Farm development from happening (See the Latest News Article below).

Jo says “Whilst it may comply with the 2018 Poole Plan, Talbot village land should never have been in the plan in the first place, as it cannot be determined that building directly next to the Heath would not have a detrimental effect.

I also strongly contest the fact that an additional 1100+ vehicles would be a ‘mere inconvenience’ to everyone. I was told by our defence counsel that BCP offered no argument against that so the legal team had nothing to work with!

Needless to say I will continue at every angle I can. To say I’m devastated is an understatement.

As I said to the Echo reporter, I am truly amazed at the team work that has gone into fighting this. Proud to be part of a great community”.

Government Inspector’s Decision on Highmoor Farm

Following the appeal by Talbot Village Trust and Nuffield Health, the much delayed result has been announced.

The Government Inspector David Cliff has granted permission in full for the applicants to build a private hospital and business park on Highmoor Farm.

The Inspector has also awarded recovery of costs from BCP Council but likely this will be subject to more discussions with the Inspectorate.

The Inspector’s report is lengthy but in essence he concluded that TVT & Nuffield Health’s application and subsequent appeal was ultimately compliant with the 2018 Poole Plan.

We will have to await further news on how TVT and Nuffield Health intend to proceed now they have been given the go ahead

Another Highmoor Farm Update

Jo Keeling, the Chair of the TVRA, wrote to our local MP Conor Burns and asked for his help with the Highmoor Farm planning application. See the earlier news item dated 16/02/2024 further down this page about this.

Conor was as good as his word and wrote a lengthy letter to Michael Gove expressing his views and concerns and requested the application be called in (or recovered now it’s at the Appeal stage). Here is his letter to Michael Gove and the subsequent reply from Simon Hoare.

Let us hope the Planning Inspector and Secretary of State think the same way Eric Pickles did in the past and protects this area once and for all.

Latest Repairs on the Village

The chair of the TVRA, Jo Keeling, has been working very hard on behalf of all residents, to get the BCP Council to repair a number of issues that affect our village. Thanks to her persistence and perseverance, the street light between Marianne Close and Vine Farm Close has now been repaired, and the potholes down Gillett Road, near the University, have been filled in.
She is now awaiting an update on the street light on Fern Barrow, near the entrance to Purchase Road (pictured here before it’s demise).

A further Highmoor Farm Update

Jo Keeling, the Chair of the TVRA, wrote to our local MP Conor Burns and asked for his help with the Highmoor Farm planning application. Within a lengthy letter detailing all the concerns about the planning committee meetings, she asked if he would speak to the Secretary of State Michael Gove to request that he call the planning application in. Conor visited Jo shortly afterwards and agreed he would help.

Latest on the ‘Missing’ Bus Stop

16 months on and this has been chased numerous times. Finally, the council have told of the reasons for the delay.

The registered keeper of the car involved with the collision was contacted by Police, and they confirmed they were the driver at the time. Months later they retracted this statement. Hence a police investigation is now being conducted.

It remains unclear who the driver was and if they were insured. Presumably they weren’t, otherwise this would have been settled by now. No confirmation has been forthcoming as yet.
For now the village remains without a bus shelter, but this shouldn’t mean residents have to go without a bus shelter like the one further round Fern Barrow (pictured). If BCP want people to use public transport they should provide proper facilities. Needless to say, Jo, your Chair is continuing to pursue this issue. Further details will be provided in due course!!

Highmoor Farm Update

If you are on Facebook and are following the local Facebook groups, Talbot Village Residents Association & Friends and Preserve Talbot Heath, Poole you will be aware of the ongoing Council / Talbot Village Trust / Nuffield Health battles over Highmoor Farm and the land it occupies. For those that aren’t, the latest Echo article has been added in the articles section of this page (lower down). Jo Keeling, the Chair of the TVRA, has made further comments in her latest newsletter to existing Members. This will be published on this website in a few weeks.

Car Parking Restrictions

It has been reported to the Committee that a number of parking tickets were issued around the Village on New Years Day.

To re-iterate, the current parking restrictions cover

Monday to Friday 10am to 4pm.

Sadly, we currently have no exemptions for public holidays in the current rules.

Your committee is going to liaise with the Transport Department of BCP to get the parking restrictions revised so that public holidays are exempted going forwards. Hopefully we can get this in force before Good Friday and Easter Monday. An update will be provided in due course.

TVRA Latest Litter Pick

The latest TVRA organised litter pick took place on Saturday 25th November. As you can see from the photo, there was a good turnout of volunteers happy to spend an hour tidying up the village.

A good collection of litter was gathered and disposed of.
